I want my Over Time Pay

Can someone explain to me if it is OK for a department to force me to take leave time, in lieu of getting paid for my earned over time?

I don't want to take the leave / comp time, I want to be paid my OT.

I'm in Florida and I'm not sure if there is a loop hole here. Any thoughts?
