Back in the days rookies where given no option, liberty city, overtown, little Haiti or else... if you survive that you can go anywhere, now they are pampered with areas where there's barely any crime.

That's call 2nd generation kids. No staff members want there kid to be working bad areas. No even patrol. Once they get off fto they are put inside. Look at the Alfonso kid at the SAO. Some people never even seen him before.
