It’s highly unlikely that Knight and Bell would publically talk about or disclose any mental health testimonies that they may have personally experienced (their medical issues are confidential under HIPAA laws). Instead, the public forum will probably focus on the mental health issues of other people i.e. the mental health discussion will focus on those inside the jail at 2050 Main Street and will not focus on those who are on the 2nd floor at 2071 Ringling Boulevard. Both locations may be valid issues, but the forum is focusing on the jail and not on Knight or Bell.

Bell thinks he's a case manager now. He runs back and forth between judges and inmates (but only female inmates) trying to mediate. He even tells the inmates they shouldn't have been arrested. You think the Sheriff knows about that?

If Obama signs a new executive order for stronger guns laws, then it will mean that:
1. doctors are required by federal law to disclose mental health records into a federal database
2. which will restrict those who have mental health issues from possessing guns.
That will include LEOs.



You may never have thought that a visit to the doctor could lead to [you being investigated for possessing a firearm], but President Obama's new executive order on gun control (http://www.cnn.com/2016/01/05/politics/obama-executive-action-gun-control/) could lead to that, despite the presumption of doctor-patient confidentiality.

Obama's executive orders [on gun control measures apparently] trumps federal rules preventing doctors from disclosing mental health matters. Now Obama's executive orders will "expressly permit HIPAA covered entities to disclose to the National Instant Criminal Background Check System (NICS) the identities of individuals who are subject to a Federal 'mental health prohibitor' that disqualifies them from possessing a firearm." And the question of "mental health" is entirely subjective.

Currently, if a doctor discloses a patient's health information without that patient's authorization, the physician could be sued for malpractice or invasion of privacy. Obama's new executive order on gun control [treats current doctor-patient confidentiality-bond as a threat to] public safety. [He wants to use] the ObamaCare database [to implement more gun control measures].
