The next chief their should be orlando Martinez de Castro. He Knows the city and the dept well... Would have the commission blessing but Lopez doesn't want Martinez their. The only reason why is because under Martinez, Lopez cannot promote his hidden agenda. Lopez cannot and will not run the police dept. the dept will be for everyone not just for the mayor personnel hit squad.
Maybe Diaz and the commission should look at Martinez de Castro. One thing for sure Martinez will definitely 07' the entire command staff and bring in a competent command staff that will bring structure, morale, guidance and leadership to ship that was abandoned.
I don't blame Jessie for what he did. The writing was on the wall and nothing is forever. Jessie left with his retirement and he has a strong say with Diaz. This is the proper person for the proper cause to start grooming for the future. Since we all know that Pepe is coming back stronger than ever in the next four years.
