Someone tell me this is not true. Did the guy who went to school on duty, took a demotion after causing so many people to loose their job get promoted to lieutenant?

Yes, Chief Fulgueira was dirty, as was Asst. Chief Menocal and Capt. Menocal. The hundreds of vehicles stolen from the citizens never could have happened without the complicity of the Menocals, they could have stopped it at any time.

They were dirty when they bought their way into the dept with their dirty cocaine money and it's been one scandal after another since they've been in command positions.

Yet as usual they get off scott free.

Ochoa is always telling people he was in the Special Forces when that loser was only in the National Guard. The guy is a joke and looks like he might get accidentally arrested during one of the ICE raids in your city.
