And in all fairness.. I dont care what race you are as long as you are competent.. I have just seen too many promoted throughout dade that were not qualified and just to please some in a city.. Including nmbpd.. They promoted one and demoted one who couldnt handle it.. Then a new chief promotes him again.. Its all over... Not just mgpd
