Car 25 is right, the city is a self funded pension. Therefore we can do what we want, look into a drop expansion. We just can't hire quick enough.

I HEAR THEY MAY GO FOR IT. THERE IS NO OTHER WAY WITH THE MASSES THAT WILL BE LEAVING IN THE NOT TO DISTANT FUTURE WHEN THEIR DROP ENDS

It's easy, anyone that wants to stay should roll back to their permanent civil service rank and report to patrol.

The majority of the people that serve every day in the drop are staff or work comfy inside positions like SIS.
