Since the Chief of Police resigned, I believe that they should also begin the process of identifying the so called "officers" that violated the trust that has been bestowed upon them and fire them or have them resign as well. I understand that the Chief is responsible for his particular agency but some of the officers should also share in the responsibility.
On the other hand the officers of this department felt that they could abuse their powers only because THE BLACK THAT THEY DEALT WITH WERE OF THE UNEDUCATED SORT!!!!!!!!!
