Biggest ASSHOLE, COWARD ever. No balls, great asskisser though, guess thats why he is where he is. What a piece of crap and disgrace to law enforcement. He's a "Major" and can't even get his uniforms tailored to fit properly, looks like a total slob.

So that means that the DC also gets the metal since Chapman is up his ass?

That award was nothing more than trying to help him to keep his job when the new chief comes in. Hopefully whoever it is will see right through his bs and realize that he doesn't know shit about real police work. Though if we ever get a movie produced here then he is the man for security!!
