Proposed Pay Raises for State Law Enforcement Officers

This week both the Senate and the House passed their respective budgets. Over the next few weeks the Senate and House will meet to work out the differences between both budgets.

The Senate's proposal has a 3% extra increase for State Law Enforcement Officers, Florida Highway Patrol, and FDLE Special Agents with less than 5 years of service and a 5% extra increase for officers with 5 or more years of services. The Senate is also proposing a 3% across the board for all state employees. Add it all together and officers with less than 5 years may receive a 6% and officers with 5 years or more may receive an 8%

The House has a straight 3% extra increase for all State Law Enforcement Officers, Florida Highway Patrol, and FDLE Special Agents. The House also proposes a $1,000 across the board raise for all state employees and a merit bonus of $400 for employees meeting the requirements of Chapter 110 Florida Statutes (this proposal is new). The specifics are listed below.

The Senate proposes an across the board three-percent pay raise for all state employees:

(1) EMPLOYEE AND OFFICER COMPENSATION

(a) CAREER SERVICE AND EMPLOYEES SUBJECT TO CAREER SERVICE

Funds are provided in Specific Appropriation 1950A for pay increases for all eligible employees represented by: (1) the Florida Police Benevolent Association, (2) the Teamsters Local Union No. 2011, (3) the Florida Nurses Association, (4) the American Federation of State County, and Municipal Employees, Council 79, and (5) the Florida State Fire Service Association, as well as all other eligible Career Service employees not included in a represented collective bargaining unit. Funds are to be distributed as follows:

Effective July 1, 2013, for all eligible unit and non-unit Career Service employees, funds are provided to grant a competitive pay adjustment of 3.0 percent on each employee's June 30, 2013, base rate of pay. (SB 1500, page 362)

The Senate also proposes an extra "special" pay for all law enforcement officers in the Law Enforcement, Florida Highway Patrol, and the Special Agents bargaining units in the units:

(2) SPECIAL PAY ISSUES:

(a) For purposes of this subsection (2), "law enforcement employee" means: (1) each eligible unit employee in the law enforcement collective bargaining unit, special agent collective bargaining unit and Florida Highway Patrol collective bargaining unit; (2) each eligible non-unit employee who is a sworn law enforcement officer and is in the command staff for those unit employees; and, (3) each eligible employee of the Fish and Wildlife Commission, Department of Highway Safety and Motor Vehicles and Department of Law Enforcement employed in class code 8407 (Regional Duty Officer), 8410 (Duty Officer) and 8411 (Duty Officer Supervisor).

(b) Effective July 1, 2013, in addition to the adjustment required pursuant to subsection

(1) and from funds in Specific Appropriation 1950A: 1. Each law enforcement employee with less than 5 years of state service as a law enforcement employee shall receive a special competitive pay adjustment of 3.0 percent on each employee's June 30, 2013 base rate of pay.

2. Each law enforcement employee with 5 or more years of state service as a law enforcement employee shall receive a special competitive pay adjustment of 5.0 percent on each employee's June 30, 2013, base rate of pay. (SB 1500, pages 363 - 364)

The House proposes a $1,000 across the board pay raise for all state employees and an extra $400 merit pay increase:

Pay Grade and Pay Band Adjustments

It is the intent of the Legislature that, effective November 1, 2013, the maximum for each pay grade and pay band shall be increased by $1,000, consistent with the salary increase provided in this act. In addition, the intent is for all eligible employees to receive the increase, even if they exceed the cap. (HB 5001, page 364)

(2) SPECIAL PAY ISSUES

(b) Funds are provided in Specific Appropriation 1950A to allow each agency head, including the Supreme Court Justice, to provide discretionary one-time lump sum bonuses of $400 to eligible permanent employees in order to recruit, retain and reward quality personnel as provided in s. 110.1245(2), F.S. No bonus shall be paid prior to June 1, 2014. (HB 5001, page 365)

The House also proposes an extra 3 percent "special" pay increase for all law enforcement officers in the Law Enforcement, Florida Highway Patrol, and the Special Agents bargaining units:

(2) SPECIAL PAY ISSUES

(a) Effective July 1, 2013, from the funds in Specific Appropriation 1950A, $1,302,827 from the General Revenue Fund and $8,351,498 from trust funds are provided to fund competitive pay adjustments of 3 percent on the employee's June 30, 2013 base rate of pay, to unit and non-unit employees of the Law Enforcement, Florida Highway Patrol, and Special Agent bargaining units.
