Citation quotas

I'm writing a paper for a criminology class (very informal paper) and I'm curious, what is the penalty to law enforcement for having ticket quotas?

Since it is illegal, I can't say I've ever seen it done so it's hard for me to say for a fact what the penalties might be....but I would speculate there would be civil liabity (lawsuits) as well as the potential of decertification from the licensing body in each state.

Also, that agency would risk having all of their citations ruled invalid in court. Lawyers would certainly challenge the validity of each and every ticket by questioning the officer's motivation.

Finally, I would guess the supervisor(s) deemed responsible for enacting an illegal policy would be subject to disipline and likely termination.

But these are all just educated guesses.
