The chief sets the off-duty rate. The commission has nothing to say about it. Well that was the policy until this city adminstration. The mayor told fat boy expo to cut the rate and of course he jumped to do it. Now NBO doesnt have the b's to raise it himself so he begs the commission for their OK.

I think NBO is the most pusillanimous police chief Miami has ever had, but on this one be grateful! At NBO’s request the City’s legislative body raised your off-duty rate; highly improbable that Regalado will veto it. Rejoice!
