The Sarasota County Commission approved an emergency ordinance ensuring laws limiting panhandling in public roadways can withstand a constitutional challenge.
New language prohibits people from stepping into a road to “distribute any item to, receive any item from, or exchange any item with the occupant of any motorized vehicle.”
