What's up w/ re-assignments of supervisors in C-13?

Maybe Debbie will re-evaluate how hard she makes it for other offices to transfer a case. I always thought the unwritten rule is, "you gain the body".

Why would she reevaluate how hard she is to work with? It never bothered her before.
