How do you not interview IA subject? Not right!

How can you properly do an investigation for an IA and you don't interview the subject of the IA? Makes no sense, might not be a violation of the officer's bill of rights but it still wrong.

Sound familiar... Details??? Could make for a good grievance or issues for PERC… Where is the due process?
