Just remember that Obstruction of Justice includes "obstructs, impairs, perverts, diminishes through the passage of time".

However objectively the passage of time has no effect on "The City of Philadelphia Police Department" the continue to do what they always have.

Very interesting and thought provoking! Police Corruption...in Philadelphia? Hmmm, who would have figured? Will it ever get any better? Maybe they can get some tips from the NYPD (grin).
