Going way back, if the FOP had listened to Michael Manning et al, everyone could have benefitted in 1999, but no, they didn't want to provide them representation saying, it would pit one group of FOP members against another. Well, the et al FOP group got their stripes and have moved on. Now 12 years later, the FOP group still has nothing.
