Richard Carr apply for Chief Position at Venice, Fl.

We just learned that one of your current captains, Richard Carr, has some interest of becoming our next city police chief. What should we look for if he becomes chief of police in our city? Couple of months back, then city manager fired our police chief for doing a horrible job as a police chief. Let wish him a good luck in his endeavors!!
