State's air-conditioner-rebate program on hold

Government rebates for new, energy-efficient air conditioners are trapped in limbo by a budget dispute in Tallahassee — just the latest in a series of headaches for homeowners trying to cash in on the statewide program.
A budget commission that met Tuesday declined to consider spending federal stimulus money for the program, saying it's not authorized by state law to do that. Gov. Charlie Crist, an independent candidate for U.S. Senate, criticized the panel for failing to act, but Republican legislative leaders said the money can't be spent until the full Legislature meets, either in special session this fall or regular session next year.
Meanwhile, Bob Bellucci of Clermont and hundreds of other Floridians are stuck in a complicated — and potentially expensive — program.

The problem with state government is that there are a lot of incompetents running it.
