Bobo has been bitten by the thing that he created. The PAP is not happy that their wish list hasn't been implemented and the City Commissioners are not happy either. It seems that the academic types who advised the panel have never seen a budget or a table of organization. In all of their meetings did they ever talk about funding their wish list?
