Zephyrhills Police Department

2010 Action Plan

October 2009

The Zephyrhills Police Department has a long history of serving the citizens with a level of service that is both personable and reliable. The Zephyrhills Police Department has established the following sets of priorities of its Action Plan for 2009/2010.

1. Increase Organizational performance and transparency

2. Enhance training programs to improve accountability and police services

3. Develop leadership skills among the employees

These priorities have been established through a year-long evaluation of our police department and in collaboration with the Administrative Staff, Citizens of Zephyrhills, business and Community leaders.

The Action Plan addresses specific issues that staff members from all levels of the department have identified as important, and presents action items to address those issues in approximately the next 12 months.

To report on where we are to date, the following actions have been implemented over the last 12 months in an effort to improve internal and external communications, staffing and leadership/professional development:

1. To Improve ZPD Internal Communications, we:

? Attend periodic ?Roll Call? briefings to talk directly to the Patrol Officers

? Established the Police Radio over the internal telephone system

? Held Monthly Supervisor Meetings

? Held daily Staff Briefings

? Regular Command updates through visits to each division

2. To improve ZPD External Communications, we:

? Established T.A.C.T. program where Officers are routinely in the same service area.

? Established informative ?Crime Watch? bulletin

? Created the ?Banker?s Coalition? and co-host monthly meetings

? Joined the public broadcast messaging service

3. To improve Accountability, we:

? Disseminated the City?s budget to Command staff personnel

? Brought the master scheduling back to Command staff reducing overtime by 30%

? Included line staff members in policy development strategies

? Using low cost, computer based training to all Sworn Officers.

? Used brainstorming and long term objective strategies in decision making for all major purchases for agency.

Based on these priorities, I am implementing the following Action Plan to be adhered to for this next year. With this action plan, the Zephyrhills Police Department can continue to improve the lines of communications both internally and externally, present an open view of the disciplinary and professional standards processes within the agency, and offer a broader view to our citizens in regards to police operations and solicit greater input from officers and community members on decision making.


1. Increase Organizational performance and transparency

? Public dissemination of ZPD?s Professional Standards Policy, to be posted on the ZPD website.

? Random ?Quality Control? checks from command staff for all police related services rendered to our community.

? Quarterly meetings with line employee representatives from each prospective section within the agency.

? Conduct Quarterly command staff meetings which will be open to all ZPD personnel who are free to attend and interact with the Command Staff participants.

? Implement an audit function to conduct ongoing assessments of ZPD?s critical systems, policies and procedures. Act on the Audit report findings and publish the department?s response and results.

? Develop the ?Quality Control? program to include employee integrity checks, Citizen response cards, Follow up contacts by Supervisors and Staff.

? Implement formal review boards for Employee Accidents, Employee Use of Force and vehicle pursuits. Enhance the early warning review for training and disciplinary requirements.

? Continue to manage overtime costs. In 2008/2009 budget year, ZPD decreased overtime usage by at least $90,000.00 from what was budgeted.


2. Enhance training programs to improve accountability and police services

? A team of highly trained professionals is the earmark of effective Law
Enforcement. Having the proper training programs and resources in place will improve
expertise throughout the agency, and ensure efficient use of training dollars.

? Establish an advisory board to evaluate the department?s training curriculum and provide strategic recommendations to improve training programs.

The advisory board will be made up of Command Staff and First Line Supervisory personnel.

Broaden the scope of the Performance Evaluations to include a professional development component. Ensure that the professional development component is forwarded to the training unit to identify and facilitate future training courses.

? Increase the number of hosted courses at ZPD to minimize travel related expenses and provide training opportunities to more members of the department.

? Continue research into innovative ways to deliver training on line to department members.

3. Develop leadership skills among the employees

? Research and develop a recognition program with established criteria for program participation. The Program goals are to provide structure and timelines to the development strategies for the Patrol Officer that are both stringent and yet attainable by the officer.

? Encourage participation of new employees to join city wide committees, Policy review discussions and higher learning opportunities.

? Utilize the T.A.C.T. team to include a wider range of officer participation by developing newer goals and strategies for eliminating criminal elements within the community.

? Expand investigative function to the Patrol Officer with increased opportunity for participation in the Criminal Investigative Section of the agency.

? Encourage participation of younger officers to participate in quarterly meetings with Command staff officers.

? Encourage use of ?Open Door? policy for increased interaction with Command staff when discussing ideas, individual career goals and objectives.

? Assign newer employees with increasingly challenging tasks and projects

The year 2008/2009 provided our command staff with unique opportunities to re-adjust the direction of our agency with the re-assignment of personnel and re-focus on our quality of services to the citizens. This next year will bring a more refined focus toward an efficiency of that service while still providing a friendly, experienced and knowledgeable presence for all Law Enforcement related services.

The Zephyrhills Police Department will be reporting our progress within the Monthly statistics sheet issued to City Council and Department Heads.
