View Full Version : Layoffs Budget memo by Sheriff

05-01-2009, 09:48 PM
So the Sheriff admitted today in his email that he may have to layoff employees, but does not say if Sworn DLE deputies or DOD deputies will be part of them. He also states that 40 hour furlows are in place for civilian employees now.

In the same email he states that he will make a proposal to take over Hollywood PD, which makes no sense if we are this bas financially.

So any deputies with under a year on, brace for impact...

You need to re-read the memo. he DID NOT say civilian employees were to be forced into furloughs. He said UNREPRESENTED. Do you even know the difference??? Let me explain it in simple terms for you....Capts/Chiefs and above are UNREPRESENTED. Civilians have a union. So, once again.....read things properly before you comment

Duh! I'm a civilian and unrepresented. That's mean me.

Not all civilian job classifications are represented. There are several classifications that are not covered by a union.

The Sheriff should follow Sheriff Bradshaw's lead and instead of cutting back, he should ask for more money.

How stupid is the Broward County Commission? The numbers speak for themselves and when crime starts going up, I truly hope the Sheriff is not blamed. It will be the Commission's fault 100% - ONE HUNDRED PERCENT!

The sheriff and County Commission will not stop talking about layoffs until we agree to the following 10 year plan:

1) Give up all vacation and sick time accrual.
2) Give up health care benefits.
3) Give up take home vehicles.
4) Agree to furloughs.
5) Agree to 5% reduction in pay for the next 10 years.
6) Pay for your own uniforms and equipment.
7) After 10 years of salary reduction. Work for free.
8) Pay for your own health insurance and benefits.
9) Pay for your own sick time and vacation time.
10) Willing to patrol the streets in your own car and using your own gas.

Unless you all agree to these demands you will be terminated from BSO. You must agree to these terms so we could adequately pay for our "special entitlement programs" for those ordinary citizens who don't want to work. As a democratic county we want to follow with our beloved presidents belief on spreading the wealth.

For example today Sun Sentinal wrote in a story. In March, more than one in 10 Floridians received $211 million in food stamps benefits. To qualify for a food stamps debit card, a family of four would have to have a gross monthly income of $2,297 or less.

Also, in today Sun Sentinal they wrote a GREAT story on how government workers rape the cities and county by cashing in on
sick time and vacation time. Why such a big deal? Because we need to use that money for entitlement funding. Dominic Calabro, president of Florida TaxWatch, a nonpartisan government watchdog group based in Tallahassee, called the benefits "excessively generous."

"We are paying them millions of dollars when we can't provide teachers with more competitive wages or provide care for low-income citizens. It is so out of touch with the way taxpayers have to live," he said.

As you can see we are clearly marching to socialism. We no longer work harder to earn benefits but now we can sit around are arses to get entitlements from our beloved government. And Broward County is leading the way with that firm belief and model for the rest of the country to follow. Soon we can really call this county a Haitian Ghetto. Marvelous! Marvelous! Well my comrades it's time to go now and sit next to my mailbox and await that government check to pay my mortgage and family of four.

GREAT POST

Crime is getting worse, not better. I don't know how a county commission could be asking for such deep cuts at a time like this. If you cut law enforcement enough crime WILL become epidemic as it has in other large cities like Detroit, Atlanta, Los Angeles, St Louis . Once it gets out of control it becomes nearly impossible to get it back under control . What looks like a way to save money may actually end up costing the county a LOT more.

I agree. They need to exhaust all other means before messing with the budget for public safety. I know some of you guys don't like to hear it, but they need to begin moving people around, eliminating optional units (specialized units). I don't know about you, but I would rather be moved from a specialized unit and back on the road, then to be laid off. The economy is too shitty for that. But I can definately see them spending more money as the crime rate goes up.

I'm so glad I was able to retire when I did recently. Sounds like the employees are in for a very rough time. As for retirement, I highly suggest you give it a try, every day is a holiday.

I agree, the road is short as it is and they are talking about lay offs give me a break, take some of the do nothings that rome the PSB and put them back on the road.

This agency is great at making the hardest working people (road deputies) feel like crap. Crime is up, gun violence is increasing, but sorry talked to the commissioners and they want me to cut my budget and that means it might come with lay offs. I am Sorry Sheriff but thats not good enough, most districts are at the bare minimum as far as man power goes and you want to talk about lay offs?

When we do not have the people to back each other up and someone ends up getting hurt what will you tell my family or my co-workers family?

Get rid of some of the district secretaries. The smaller districts don't need one and the larger ones should cut down to one and not have several like some of them have. Train the CSAs to do a few office things and let the XOs do some of the administrative work.

Its amazing that Dade and Palm Beach did not cut their law enforcement budge, but the Broward County Comissoners so willing to cut a large amount from our budget. It goes to show you they do not take crime and peoples safety serious. God forbid if I get killed in the line of duty, do not let any of those bottome feeding pond scum come to my funeral. I may just have to come back and haunt them.

You people need to go out and be heard in public, not just here. Go out and hold signs up at every commission meeting. Stay unified for your own morale. Buy ads on the big roadside signs to inform the public just what the commission wants to do. Be creative, be innovative, and stop being counter-productive, it only drags you down further. There are citizens out there that do support you and appreciate what you do and will stand behind you. Now, get that grassroots effort off the ground and tell the commission off!

BRACE FOR IMPACT-you overweight do nothing deputies. Crime is going up because you all don't do police work like we did years ago. All you do is eat doughnuts and ***** about everything you can. Most of you don't even know how to write a search warrant or even devoloping probale cause to obtain one. Lamberti does not know how to balance a budget and they way he's been subsidizing the cities with taxpayers money is over. I told the county commissioners where to look and how he was doing it. How about the grant money misuse at the end of the budget each year. What about six flat screen tv's in communications? How about all those radio systems bought from Motorola that have been sitting in a closet? What about Kim Rubio in communications with a take home care. What about the Reserve program with Reserve Deputies with take home cars. George Covet (retired) has a take home car just to work details. Take away the PBA kings car. Budget cuts???? Did you hear the Sheriff ever mention cuts by cutting the people around him ? Like santucci with a $225,000.00 salary. Hollywood will never go with BSO as Pompano is in the process of going back to their own P.D. My suggestion to the Commisssion is doe away with the little bit of unicorporated area and pass a ordinance that all cities must create their own PD's by 2011. BSO is over except for DOD and civil.

Broward Sheriff's Office may cut 300 positions, start furloughs
BY AMY SHERMAN
asherman@MiamiHerald.com
The Broward Sheriff's Office will get rid of nearly 300 positions -- including dozens of school resource officers -- and force many workers to take furloughs, according to a proposed budget released by Broward Sheriff Al Lamberti.

County officials are searching for ways to cut up to $160 million from their $3.7 billion budget. The county has asked Lamberti to cut about 12 percent from its $700 million budget.

Lamberti's budget doesn't come close to cutting the amount sought by the county. The proposal for the general fund part of BSO's budget -- which includes the jail and regional services such as the gang unit -- is about $54 million higher than the county requested, according to county budget director Kayla Olsen.

The proposed cuts could be minimized if BSO receives money through the stimulus package. But it's unknown at this point how much money it will get from the federal government, and whether it will arrive in time to prevent cuts before the next budget goes into effect Oct. 1.

The proposed $722 million budget is an increase of about $6 million, or about 1 percent, from the current year's budget. That includes increases for salaries, pensions and other benefits.

In his budget message, released late Friday afternoon, Sheriff Lamberti wrote that he has pledged to work with the County Commission during these difficult cost-cutting times -- but emphasized the importance of his agency.

''No other county agency has the similar mandate of protecting the lives and property of our tax-paying citizens,'' he wrote. ``We have made sizable adjustments that will reflect our fiscal responsibility while remaining true to our core mission.''

Lamberti was not immediately available for comment Monday morning.

Here are some of the highlights of the budget:

• Job reductions: The budget includes 5,500 positions, or about 260 less than the current year. That includes 43 school resource deputies, 134 positions in the Stockade as well as smaller cuts for in-custody treatment and mental health. It's unclear whether that includes layoffs or cutting vacant positions.

• Furloughs: Five-day furloughs are proposed for some departments including the office of the Sheriff and detention.

The 6,000-person plus BSO provides police or fire protection to about half the cities in Broward, protects the airport and operates the jails. Under Lamberti's predecessor Ken Jenne, BSO's budget nearly doubled as Jenne expanded his empire and added more contracts with cities.

Lamberti inherited that burgeoning budget in 2007 when Jenne was headed to prison and Gov. Charlie Crist appointed the longtime BSO employee as sheriff. He won a race to keep his seat in November.

The sheriff trimmed $33 million last year but warned at his swearing-in ceremony in January that it would be tough to go through another round of cuts.

''Any future budget cuts could impact public safety,'' he said at the time.

The challenges are great: BSO is under a court order to avoid overcrowding at the jail; burglaries and thefts are on the rise; and Lamberti must deliver to voters who place a priority on their public safety.

The budget accounts for pay raises negotiated by the Broward county Police Benevolent Association and Lamberti last year when he was campaigning. After the union settled the contract, it endorsed the sheriff. The contract includes pay raises for many employees up to five percent by the end of the contract, plus extra increases for employees early in the career as they move up the step ladder as well as longevity pay for veteran workers.

County commissioners, who likely haven't yet seen Lamberti's proposal, will discuss BSO's budget May 19.

Nearly all of the nine-member Democratic county commission endorsed Republican Lamberti's opponent, raising questions about whether budget cut discussions will be laced with political bitterness. The sheriff has met with several commissioners individually, but even those who had met with the sheriff had few details about the budget.

''I've got to believe there are some things in his budget he could cut but I also know he has salary increases he has to deal with,'' said county Commissioner John Rodstrom, who said Lamberti did not ask to meet with him. ``He can't touch the jail. I would think he doesn't want to take officers off the street. I don't know what he has to work with.''

Commissioners may not quibble with Lamberti about how he arrives at cuts, as long as he delivers the cuts.

''I am not going to dictate where his cuts are,'' said Commissioner Kristin Jacobs, who met with Lamberti.

Jacobs said that Lamberti had applied for every grant possible through the stimulus package and was fairly confident that they would receive money.

''That would ease his cuts tremendously,'' she said.

Its obvious the all Democrat County commission is playing Politics against a Republican Sheriff by asking for cuts that will endanger the safety of the public and the safety of the Deputies sworn to protect them. The behavior of the County Commission is nothing less than disgusting.

Before touching our operational budget wouldn't be nice if the County Commission called for a 10% pay cut for all administrators. In this agency everyone Capt/Cmdr and above. Fire Capt and above. And every Dept head and Asst Dept head - Parks and Rec, Traffic Engineering etc, etc in the county. And let's not forget the commissioners themselves. Would it be enough to save our budget? No, but it would be a significant number and it would be show they are willing to make sacrifices for us for once.

Please do a public records request on Pompano Beach (BSO) dispatch reference to K.J.'s home address during Frank Stillborn & Criminal Jenne's tenure. Check out how many time BSO did directed patrols & operational plans to fit her needs. NO OTHER TAX PAYER WOULD HAVE RECIEVED THIS SPECIAL TREATMENT. I EVEN REMEMBER OF A MARKED UNIT STAGING OUTSIDE HER HOUSE WITHOUT PAYING FOR A DETAIL. TALK ABOUT SPECIAL TREATMENT. THERE IS ALSO RUMOR THAT SHE LIED TO HAVE A B/m arrested for an Agg. Assault. NAACP do your home work. The truth will come out 2004-2007. :snicker: We need a public corruption unit like Dade county.

48 SWORN DLE positions are in jeopardy. The BSO cadets in the academy were told just yesterday by Lt Col W that they are only guaranteed a job thru 7/31. BSO is looking for ways to avoid this (Cops Grant), but if the money is not there, they WILL cut 48 DLE sworn positions. Yes, we are at minimum to below staffing requirements, in most if not all districts and should we lose these positions, our safety as well as the general publics will only be in more jeopardy. In addition, DOD has already been hit with layoffs and Fire Rescue is up next. The Public does need to hear this and understand the implications of these types of cut backs being mandated by the County Commission. We need the media to get the word out to the public. Although there are many that do not like us, there are many more that are grateful for the job we do. This is real and this happening NOW....

First off know your numbers... 60, not 70 have been cut from DOD, but still too high a number... And it was addressed that DOD had ALREADY been cut... And yes those cuts puts DOD employees in jeopardy as well while on the job. However remember when DLE is cut, you and YOUR families are at risk from what you are dealing with on the inside. Because of DOD cuts, you will see lighter punishment then already in place, if that is even possible. The SAO is already dropping the ball on many what "they" consider bs misdemeanors. And with that, more scum on the streets knowing the siutaiton due to our County Commission... Now, maybe you see the OVERALL problem...

Hey ID10Ts Taking over Hollywood PD would bring the department money how stupid are you do you think the Sheriff is just going over there and saying Oh you guys are in trouble I'll take over the department for free... How stupid are you Hollywood will pay and not to mention the Sheriff would not put the department in danger so relax !!

The Sheriff can also appeal to the governor. Why isn't this happening?

This week a local minority business advocate turned the tables on Broward County Commissioner Lori Parrish when he filed an ethics complaint with the State of Florida over a controversial land deal that costs Broward County taxpayers millions of dollars while under the watchful eye of Parrish, who Hood contends, as commission chair, knew Michael Swerdlow and Worldgate Associates had failed to live up to a contract agreement with the county.

What Happened?

The county paid double the value for land near Port Everglades to a political crony who heavily lobbied Parrish and fellow commissioners to unload the land under the pretense it would spark economic activity.

Hood states in his complaint, ...

In regards to Lamberti requesting money from Charlie Christ, have you ever thought that every other Sheriff's Office in the State of Florida is also requesting additional funding too. What makes you think he hasn't already done this? We are not the only agency cutting back our budget. The only advantage other agencies have on us is that their county commission works with them, not against them. Our county commision deliberately wants our Sheriff to fail. They want us to fire Deputies and civilians to make him look bad. It's all about politics. The county commissioner's haven't cut their pay. Have you seen where most of them live. They don't live in the hood nor do they drive pieces of shizzat. It's all about the money to them. They will feel the wrath the minute one of us gets killed out there. I hope we sue them for millions and run their bank accounts dry. I hope Sheriff Lamberti can make things work. Don't blame him for everything. He is only one man.

I totally agree but these are the facts.
1) County has over 629 MILLION in surplus.
2) The county commission each year tells the sheriff to reduce his budget by the millions.
3) It is obviously unnecessary to layoff anyone based on #1 listed above.
4) The county wants to blow 350 Million on a new courthouse which voters already voted down. Why??? Maybe a little kick back??
5) The county commissioners gets paid 90,000 dollars for a part time position. (Not once have they offered to reduce their own salaries or agree to furloughs).

The word can't is a word of defeat. If you are defeated and have given up why are you commenting here? The fact is unless these cuts are being made for legitimate reasons, BSO at the end of the day is just giving back money. Yes they can refuse to give the Sheriff the money and he can call their bluff and appeal it to the governor. How stupid would these $90,000 dollar a year part timers look for endangering the safety of the public with a 600 million dollar surplus? Its easy to see that this is politics and nothing more.

Don't forget that in addition to their $90,000 a year salary for the PART TIME job, each commissioner has a one million dollars discretionary fund to use on pet projects. Yes folks, it costs the working men and women of Broward County TEN MILLION dollars a year for that band of criminals.

Let's see how happy the commissioner's are when some gold toothed hood rat breaks into their house and steals all their shizzat. Who will they call? The Police..... Oh I'm sorry Mr. Commissioner but our ETA is 2 hours if your lucky due to the low man power we have working the road today. Your the 27th non-in progress call pending. Oh yeah and your case probably won't see an investigation because the Criminal Investigations Detectives were taken out of their unit to fill positions on the road that you cut. What will they do when the scumbag gets released the next day due to overcrowding (because we closed down facilities and fired DOD guys). It's all fine and dandy to be liberal until the crap spills into your neighborhood. This will be the biggest mistake the county will ever make. Cutting the Police budget back will come back to haunt them. The article from the Herald was great. It shows these snobby Democratic commissioner's are purposely doing this to Lamberti. BIG MISTAKE COUNTY COMMISSIONER'S. You SUCK the big one. Let's load up some of D4 & D5's fine citizens and drop them off on the commissioner's block. And don't think about making a phone call over to BSO headquarters requesting a special neighborhood watch. You will get the biggest F.U., right in your face.

I see Lamberti got his propaganda machine working overtime against the county commission. If Lamberti and his people would work as hard on running BSO, as they do on laying blame for their incompetents and lack of management. There would be no layoffs and everyone would get the raises they have earned. Why are all the threats of layoffs and letters handed out before any meetings with the county commission have taken place. Oh yea that propaganda machine.

I see some things never change here at BSO, Pride in Service with Intimidation and Fear
