How does an officer who dosn't take the PAT test be Officer of the Year?

Officer of the year goes to anyone that causes the least amount of grief on a shift and kisses the most administrative asses! It is supposed to go to the officer that makes a difference in the way the police department functions. For instance, making some type of booklet that makes other police officers' jobs easier, etc. My department finds an officer that conducts his or her normal police officer's duties like everyone else, with the exception of kissing the right ass and having that supervisor write him or her up. Usually, it comes down to the supervisor that makes the least amount of spelling errors on the write up! It's the same at any department.
