Prior to the 1960's the head of the Secret Service was titled Chief. Later the term was changed to Director.
The link below leads to a clip from the old TV show What's My Line? in which Secret Service Chief U.E. Baughman is the guest. Note that during the interview there is mention of James J. Rowley who was Chief of the Secret Service at the time that the title was changed to Director.
