Why doesn't your agency use a mechanism such as COMPSTAT? Or, something similar that is unique to the agencies mission. Maybe then can you hold some of the lame duck Lt.'s and Captains accountable for doing nothing! And, remove them out of leadership roles. There is no accountability for supervisors. So, pray that you get a good one or your S.O.L.
