"We've got a lot of hurdles we're facing right now with the budget," Baker said. " ... Our core services are patrol and investigations. Within that, patrol is our first priority and investigations is second. Our challenge is to make sure neither of those suffer."

Piles of papers stacked in a corner of his office outline the need for new bulletproof vests, six part-time patrol positions and overtime funds for the Neighborhood Improvement Task Force. The department is expected to operate on approximately the same annual budget of $25 million that's sustained it the last two years.

Additionally, the department could lose as many as 80 officers in a buyout offer. As a cost-saving measure, 15 of those won't be replaced for at least one year. That's going to mean a great deal of restructuring - hiring, promotions and shifting responsibilities. Approval of the budget should come by the first week of September.

**** PATROL IS CORE???? So why does so much money and effort get devoted to specialty units? For example, all the 2008 cars out on the road thus far are assigned to supervisors or CPCs. intresting.

Specialties like traffic, cpc and jam are considered patrol. Why don't you put some of that negative energy to work by doing your job? Maybe then you can become a Sergeant, Lieutenant or maybe even a Captain and change all the horrible things that you speak of. Give us all a break and shut up.
