countywide traffic

I heard a rumor that PPPD will not be joining the new mutual aid agreement for countywide traffic powers. Is this true? If so why not?

Because the chief didn't have time to "form a comity" to make sure the union is o.k. with it. We all know he can't just make a decision based off his knowledge and experience.
