I didn't do the spreadsheet... I merely stumbled upon it and felt it was worth posting. I don't know that figure... but if you do, I would be interested. You are correct... it would make for a more interesting comparison.

If they DO have a lower per-capita crime rate, you can bet it is because the S.A. does their job and doesn't no-file or down-file every case they get.
