If I was Sheriff this is what would happen:

HR would be user friendly with friendlier employees. Make each new employee’s first day eventful. Standardize the promotional requirements so that all supervisors will have credibility and the respect of the rank and file. Balance management with promotions from within. Stand behind decisions made at each level. Exalt seniority while maintaining performance expectations. Ensure that bosses can never distance themselves from a subordinate’s failure. Lead by personal example. Prepare subordinates for two jobs, theirs and the next level up. Promotions mean transfer. Issue Core Values Card. Instill a strong habit of courtesy throughout the agency. Instill courage to question. Learn from past mistakes. Realize that crime happens and an operational plan does not solve all problems. Remove those, at all levels, who are not doing the job regardless of contracts. Listen to employees at each level not just a joke of a breakfast club. Establish a true career path with results seen. Introduce real training around the clock for each shift and increase the number of trainers. Transfers are earned by performance. Fire all the secret squads of the past sheriffs. No one moves up without time in grade. All sergeants start on the road. All lieutenants start on the road and not immediately to executive spot. Removed the rank of chief. And this is only the beginning.

Great post. Now, District Commanders were Captains. Sergeants should get to submit letters of intent for opening which would be posted. No more promote a new sergeant from S.I.D. and he remains in S.I.D.. All new sergeants must start on the road. This permits senior sergeants to bid for open positions. Fix the problem, you can take a sergeants test with two years of experience, yet you need three years to be an F.T.D..
In other words you can lead a shift of deputies, but you can't train them.

Great post again, however when you post positions requireing minimum qualifications, make sure the individual selected meets the requirements. It will not help morale, awarding training Sergeant positions to unqualified individuals. Those within the division know of this and frankly support and votes are going to be lost. Just make it fair! Six of the applicants were minimumly qualfied, pick one of them, not a a "friend" or relative of a person in power! We thought that regime was gone.

I know some of you may not like this, but we hire many LEO"S from other agencies. Many have a tremendous dearth of LE knowledge and training. That is probably why there is a two year rule, just guessing.
Actually, I think when it first came out, FTD was 2 years and Sgt was 3 years, but someone made a typo , and they just went with it.
