Police department shifts priorities under Libby

Sitting on Dan Libby's desk, in the Punta Gorda Police Department, is a rack with folder after folder of upcoming projects.

One is marked "Bike Patrol." Another reads "DARE program."

The folders represent a host of programs the new police chief has started since he took the job seven weeks ago.

All are geared toward a vision he has for the department in which people are not afraid to run up to a patrol car with a problem,...
