USF Plans Safety Push

TAMPA - University of South Florida President Judy Genshaft will hold a news conference this afternoon to announce new public safety measures.

USF's student government leaders and members of its police force have contended recently that the university is failing to do enough to ensure campus safety. The university police department has gotten smaller as USF's enrollment has grown by thousands over the years.

USF Police Chief Thomas Longo has said that he is losing young officers to better paying jobs in the Tampa Bay area. Police union negotiations have been terse in recent weeks, and student government leaders recently staged a sit-in at the administration building to protest what they say are lax efforts to boost student safety.

The university hired a consultant to study its safety efforts, and that person was supposed to deliver a report with recommendations in December.

USF spokesman Ken Gullette, however, acknowledged that there has been "frustration" lately among critics and that Genshaft "wants to act now."

Tampa, FL (Friday, Oct. 26, 2007) ? The University of South Florida is announcing two initiatives aimed at enhancing campus safety: the selection of a security firm to provide officers for residence halls and some campus events, and to provide expanded foot patrols campus-wide, and the creation of a Public Safety Division that will consolidate various departments and services that directly support community health and safety on the Tampa campus.

In a move to provide more security on campus and to provide relief from time-consuming non-policing duties currently being performed by our law enforcement professionals, USF recently sought bids from security firms. Allied Barton has been selected and negotiations have begun. Administration officials want the security officers in place as soon as possible.

?The security officers will add an extra layer of security to our campus,? said USF President Judy Genshaft. ?They will patrol and provide security for residence halls, and they?ll staff some events that currently drain the resources of our police department. We?ve taken a cue from many other universities that have augmented their police departments in this way, including UCF, Temple, the University of Pennsylvania, Georgia Tech, Vanderbilt, and others.?

Details regarding the costs of the contract and the number of security officers have yet to be determined. Funds for the security contract will come from non-recurring sources.

Another initiative that is underway simultaneously?to enhance campus safety and to put in place a permanent emergency response structure?is the creation of a Public Safety Division. The new organization will solidify our dedication and commitment to maintaining a safe environment that is conducive to learning, living, and working here at USF. The new Division will consolidate several departments and services, including:

· The University Police Department

· Security

· Emergency operations

· Parking enforcement

· Other services that directly support the Tampa campus community health and safety.

A search will begin for a public safety professional to lead the division and to set standards and procedures for all public safety issues and concerns, from electronic surveillance to emergency response. In the interim, the University Police Department will move under the supervision of Dr. Carl Carlucci, USF?s executive vice president and CFO. Carlucci already oversees the other campus safety departments.

Following the hurricanes of 2004 and 2005, USF formed groups to develop protocols, and invested in emergency infrastructure. Regular meetings were held to plan for hurricanes and emergency situations. The USF Board of Trustees has stressed the need for continuity of operations and emergency response plans. In addition, the State of Florida and the Florida Board of Governors have issued reports and recommendations for creating and staffing such plans. These have stressed that communications and organization are key components of managing both daily safety issues and emergencies.

?We always look at what other large urban universities are already doing and try to learn from them,? said Carlucci. ?We can?t afford to do it exactly as they do, but we follow their model. We?ve discussed these issues with a campus safety consultant, hired by Dr. Meningall, and although his report isn?t due until early December, we?ve had internal discussions about creating an organizational structure that will provide the unified command of all of our public safety and emergency resources. This will ensure communications between all safety units and serve as the university?s single point of contact for crisis management.?

President Genshaft consulted with her cabinet earlier this week on campus safety. After further discussion, she concluded that because campus safety is of paramount important to the University, it shouldn?t wait to be addressed. As a result, she directed that the creation of the Public Safety Division should begin before the consultant?s final report is delivered.

?We asked our consultant to provide models of how our peer universities accomplished this,? said Genshaft. ?He provided examples from the University of Cincinnati, the University of Minnesota, the University of North Carolina, and the University of Pennsylvania. We decided to adopt a similar structure at USF.?

The person who eventually oversees the Public Safety Division will also be responsible for:

· Reviewing current emergency plans and implementing new or modified initiatives

· Continuously updating priorities for facility needs

· SUS-wide safety and security initiatives

· Managing the security contract

· Developing and implementing strategies to build and maintain a strong University Police Department.

The University is currently working on a number of initiatives designed to focus on addressing recruitment and retention issues within the University Police Department. In another move to boost the effectiveness of our efforts, full-time recruiters have been assigned from Human Resources to develop a strong pipeline of potential candidates. USF has increased visibility to attract potential candidates and build a candidate pool, and recruiters are using targeted methods to identify candidates. In addition, USF is in the process of evaluating our current starting salary for law enforcement officers to ensure that we are competitive within the SUS and the local recruitment market. We are currently negotiating a contract with PBA (Police Benevolent Association) who represents our law enforcement officers and we believe that we have a strong proposal on the table that will address recruitment and retention concerns.

I?ll make this short because I am very tired right now. Seems like the current administration has resorted back several years to before they came into power. Their idea is nothing new, in fact it is pretty much identical to what used to be at USF. There used to be a Division of Public Safety that lumped several departments on campus together. What did they do contact the previous presidents and ask them how they used to run the place. It?s funny that all of this has come out before the ?consultant? published his report. Is this another way of USF saying they know better than everyone else? Did they just throw away another undisclosed amount of money on this consultant only to do things their way anyhow? Or, is USF feeling the heat and are they concerned that maybe Chief Longo has been right all along. Was the security consultant going to hammer USF about things, and was Meningall really screwing around with the Police Department?s budget inappropriately. Hmmmmmm?? To borrow a phrase used by a comrade, ?is this USF?s way of pleading no contest? to all of the accusations? More to come about this situation I?m sure.

Wow, the University Police and Parking Services together once again. After battling all these years to seperate ourselves from the parking patrollers, we are now going to be "consolidated" with their department. We've come full circle.

This plan is also a numbers game. USF can come out and say for example "We know have 75 people in our Police Dept." when in fact 50 would be non sworn parking enforcement people and 25 would be Officers.

Lets wait and see what happens......NOT LIKE IT CAN GET ANY WORSE AROUND HERE !!!

The Security Guard at Wally World would be more like it.

I took a semester of classes at The University of Cincinnati and there was this security guard, Otis, an abrasive, stern potbellied old man, who had abrasive words towards every stranger he comes across, whether they seem like trouble or not. His trademark was to repeatedly bark the comments, "keep on moving. let's just keep on moving. lets keep it moving", at random strangers.

USF administration strikes again. Now they have forced the USFPD to accept the fact that Allied Barton will be sharing space in the USFPD building (on a temporary basis, wink wing, nudge, nudge?). The big deal for added security equals 1 security guard and 1 security guard supervisor per 8-hour shift. What a solution. I know that Allied Barton should not be to blame for this problem. The USF administration is. These security guards are not part of the PD, yet we are being forced to open our building up to them. USFPD officers, employees, dispatcher, etc. have thorough background checks done on them to help keep our offices secure. This forced temporary housing arrangement amounts to having a new roommate of unknown character being forced upon you without choice. It?s obvious from reading emails that the PD?s administration is feeling the heat. Sure Allied Barton will take some of the menial calls that our officers have to respond to that?s great and will help but one guard isn?t going to cut it. That one guard is a band-aid on a shotgun wound and that just means someone else is going to have to attend to all the extra bleeding that the band-aid can?t stop. I know things are going to happen regardless because the Shaft has spoken, however I do not have to like it one bit.

Timing is everything. Had this security guard thing happened when we were up to or close to full staff with a competitive salary and step plan, and negotiations were over and settled or say USF granted funding for USFPD hired student security guards or SSg?s like we used to have it would be a different story in my opinion. I personally would have welcomed with open arms private security. However this is not the case.

USFPD has been my home for 20 years. I protect it and the community where it resides and I am offended that things have come to this. Thank you USF for making the golden years of my employment feel unsatisfactory.

You get what you pay for. Private security is always on the verge of taking over a professional police force, where ever it can be gotten away with to save money. Same on USF for this!
