There have been many contract threads but most are slandered with PBA/IUPA nonsense and have done little in terms of fact production.

I have located several of the most readily accessible contracts and will be linking others if/when they are found for purpose of reference.

Promotions

BSO

Two year alphabetical eligibility list, specifically unranked and unweighted. Sheriff has full discretion on selections.

ARTICLE 41

41.1: Promotional examinations for the position of sergeant and/or lieutenant, will be posted at least ninety (90) days in advance of the examination with the posting to include:
a. The date the written examination is to be given;
b. The type of examination (written, oral, other);
c. The weight assigned to each step of the process;
d. The reading list (i.e., study materials) for the written examination.
Participants will be notified of the location of the examination at least 14 days prior to the actual examination date.
41.2: BSO agrees to maintain a promotional eligibility list for the positions of sergeant and lieutenant for a period of two (2) years. A promotional exam will be given no later than ninety (90) days after the depletion of any eligibility list.
41.3: All promotions shall be made from the eligibility list in existence at the time of the promotion.
41.4: The promotional eligibility list shall be maintained in alphabetical order and not by any rank order of entitlement to promotion. The Sheriff has full discretion in selection from the eligibility list.

PBSO

Two year eligibility list ranked and weighted by test results, assessment (interview), seniority, education and past performance. Rule of five promotion: must select from the top five at time of promotion. No employee shall be passed over by selecting a lower ranked employee more than 4 times. Must have five years as Deputy for Sergeant, three years as Sergeant for Lieutenant.

ARTICLE 30

Section 1.
Promotions will be made pursuant to GO 305.01, except as provided below.
Section 2.
Promotion eligibility lists shall remain in effect and may be utilized for promotions for two (2) years. Vacancies that occur after expiration of a list but prior to certification of a new list shall be filled from the new list. Vacancies that occur prior to the expiration of a promotional eligibility list will be filled from the list existing at the time of the vacancy in accordance with this article.
Section 3.
For all promotional processes PBSO shall give notice ninety (90) days before the scheduled promotional examination date. The notice shall include the examination date, the areas that the examination will cover, and the sources from which the examination is drawn. The examination materials shall reasonably reflect the job duties of the position.
Section 4.
All promotional tests will be given in even-numbered years. The eligibility list created from this testing process will become effective January 1 of the next odd-numbered year, and will be maintained for two years.
Section 5.
There will be no make-up promotional examinations. However, upon request and if the employee can make testing arrangements suitable to PBSO with a state-approved police academy or an accredited university, or a military approved facility before a commanding officer, the PBSO will make special testing arrangements to administer tests at the same date and time and under similar conditions to candidates who cannot appear at the regular test site due to: 1) Military Services; 2) Sheriff’s Office business; 3) approved
bereavement leave requiring travel outside Palm Beach County, or 4) a catastrophic health emergency involving the employee’s family, which is limited to spouse, children, parents, and grandparents if they reside with the employee.
Section 6.

1. The Sheriff agrees to use only job related promotional examinations.
2. The law enforcement Sergeant’s and Lieutenant’s examinations will consist of a written test and an assessment process.
3. The PBSO will conduct a promotional process orientation.
B. Selection Process
Successful candidates will be ranked on the Eligibility List for law enforcement Sergeant and law enforcement Lieutenant based on their scores in the written examination, assessment, and seniority and education as follows:
Written Exam 40%
Assessment Process 30%
Seniority with PBSO and Education* 10%
Past performance with PBSO 20%
*Candidates shall receive one-half (1/2) point for each completed year of service in their current law enforcement rank for a maximum of ten (10) years or five (5) seniority points. Education points will be credited as follows:
Law Enforcement Sergeant
Associates Degree or equivalent (60 college credit hours) 1 points
Bachelors Degree 2 points
Masters Degree 2 points
Law Enforcement Lieutenant
Bachelors Degree 2 points

Section 7.
All promotions made from the bargaining unit shall be made by utilizing a rule of five (5), i.e., each promotion must be made from among the then current top five (5) persons on the promotional eligibility list who have not been suspended within the three (3) year period prior to the date of the promotion for three (3) days or more for any one (1) incident, or a total of five (5) days or more. No person shall be passed over for a promotion by selecting a lower ranked employee on more than four (4) occasions. The
Sheriff may delay or deny a promotion with respect to any person who is the subject of an active investigation by any law enforcement agency.
Section 8. Law Enforcement Sergeant
No person will be admitted to an examination for the promotion to Law Enforcement Sergeant until he or she has served at least five (5) years continuous full-time status as a Law Enforcement Deputy immediately prior to the expiration of the previous promotional list.
Section 9. Law Enforcement Lieutenant
No person will be admitted to an examination for the promotion to Law Enforcement Lieutenant until he or she has served at least three (3) years continuous full-time status as Law Enforcement Sergeant immediately prior to the expiration of the previous promotional list.

Pembroke Pines

Two year eligibility list ranked and weighted by test results and interview results. Assessments conducted by superior officers from surrounding jurisdictions. Promotions selected as rule of two, top two candidates are to be promoted. No person shall be bypassed more than two times by lower ranking individual. Must have 4 years as Officer for Sergeant, 3 years as Sergeant to make Lieutenant.

ARTICLE 23

23.1: It is agreed that the City shall fill all promotional classified positions existing within the bargaining unit from within the ranks of the bargaining unit. This section however, is not inclusive of initial employment with the City. The City and the employee organization agree that a probationary period of employment may be determined by the City, which will not exceed one (1) year, except as, or otherwise provided in this Agreement, or as otherwise required by law.
23.2: The City also agrees to maintain a Promotional Eligibility List for all bargaining unit positions. The List will be in existence for a period of two (2) years. A promotional exam will be given no later than ninety (90) days after the depletion of any eligibility list. An eligibility list may be extended for one (1) additional year upon the agreement between the City Manager and the PBA.
23.3: PREREQUISITES:
A. Only Police Officers with four (4) years of continuous service with the
Pembroke Pines Police Department are eligible for the Sergeants exam.
B. Only Police Sergeants with three (3) years of service as a Sergeant with
the Pembroke Pines Police Department are eligible for the Lieutenants exam. Additionally, all personnel shall possess an Associates of Art (A.A.)
or an Associates of Science (A.S.) degree, or the semester hours equivalent (60 semester hours) to be eligible to compete in the promotional examination for the rank of Lieutenant.
C. The promotional test will consist of a written aptitude test, as well as
three (3) assessment exercises. The written aptitude test will be scored as
pass or fail. A seventy percent (70%) or higher constitutes a passing score.
A passing score on the written aptitude test shall be a prerequisite to qualify for the assessment exercises. The score from the written aptitude test shall account for one quarter (1/4) of the overall promotional score and the assessment exercises shall account for seventy-five percent (75%) of the overall promotional score. A score of seventy percent (70%) shall be
required for placement on the eligibility list.
D. Each assessment panel will be comprised of three (3) superior officers
from Police Departments of the surrounding communities. No records pertaining to any candidate will be given to the assessment panel and no
Departmental personnel will remain during the assessment exercise.
E. There will be no more than three (3) assessment exercises for each
promotional process. The assessment exercises must be applicable to the
position for which the candidate is seeking. Should the City chose to include a project as part of the assessment process the said project shall be applicable to the current job function of the rank for which the candidate is seeking. Furthermore, the project shall count as one exercise.
23.4: All promotional examination dates shall be announced and posted in the Police Department for a period of sixty (60) days prior to the examination.
23.5: The Promotional Eligibility List shall be posted within fifteen (15) days after the examination and will list those eligible by their employee number in their order of ranking on the test.
23.6: If there are less than two (2) successful candidates, another promotional examination shall be held within sixty (60) days after the posting of the eligibility list. Those that successfully passed the first test will be placed at the top of the new eligibility list. If there are not two (2) or more that successfully pass the test on the first and second examination the City may open up the test to all sworn members of the Pembroke Pines Police Department.
23.7: All promotions and appointments shall be made from the eligibility list in existence at the time of the promotion. All budgeted promotions and appointments will be filled from the eligibility list within sixty (60) days of the initial vacancy. The Chief of Police will have the discretion to select any of the top two (2) candidates, unless there is more than one (1) candidate in a top ranked position at the time a vacancy occurs, then in such instance all persons tied in said top ranked position shall be eligible for selection to fill any vacancies, provided however, that no person on the promotional register shall be bypassed by a lesser ranked candidate more than two (2) times, except for cause. Nothing in this section shall be construed to prohibit the City from amending its budget at any time. Should the Chief of Police decide to utilize the “Rule of 2”, he must interview those candidates prior to formulating a decision as to which candidate to promote.
23.8 READING REQUIREMENTS:
The written examination will be formulated from the Legal Guidelines contained in the Florida State Statute Handbook, select State Statutes and City Ordinances (mutually agreed upon between the City and the PBA), the Pembroke Pines Police Department General Orders and one (1) textbook chosen by the City. The questions on the written examination will be equally distributed between the listed reading material.
23.9: POST TESTING:
A. Those questions on the written aptitude test in which seventy five percent (75%) or more of the candidates incorrectly answer will be omitted from the test for scoring purposes.
B. Challenges of questions on the written aptitude test will not be permitted due to the automatic elimination of questions as stated in subsection
A. However, challenges shall be allowed of any question that is not derived
from the listed testing material.
C. Challenges to the assessment exercises will be allowed, however, the
criteria for such challenges will be established by the company or individual contracted by the City to conduct the assessment exercises.
D. Upon the conclusion of each promotional process, representatives from
the City and the PBA will meet to assess the entire testing process. After a
review of the process, the parties may agree to changes in the process
which may be needed to improve the actual tests and/or procedures, if
applicable.

why even have a test....... the majors, the under sheriff, and the sheriff clearly know who is the best person for these positions. they should have the opportunity to pick anyone for the position not just limit themselves to the people who can pass a test with no posted passing grade, who get a passing grade thats not posted.

Maybe we should just have a voodoo priestess throw bones in a tray to figure out who should be sheriff.

No person will be admitted to an examination for the promotion to Law Enforcement Sergeant until he or she has served at least five (5) years continuous full-time status as a Law Enforcement Deputy immediately prior to the expiration of the previous promotional list.

ARTICLE 23

23.1: It is agreed that the City shall fill all promotional classified positions existing within the bargaining unit from within the ranks of the bargaining unit. This section however, is not inclusive of initial employment with the City. The City and the employee organization agree that a probationary period of employment may be determined by the City, which will not exceed one (1) year, except as, or otherwise provided in this Agreement, or as otherwise required by law.
23.2: The City also agrees to maintain a Promotional Eligibility List for all bargaining unit positions. The List will be in existence for a period of two (2) years. A promotional exam will be given no later than ninety (90) days after the depletion of any eligibility list. An eligibility list may be extended for one (1) additional year upon the agreement between the City Manager and the PBA.
23.3: PREREQUISITES:
A. Only Police Officers with four (4) years of continuous service with the
Pembroke Pines Police Department are eligible for the Sergeants exam.
B. Only Police Sergeants with three (3) years of service as a Sergeant with
the Pembroke Pines Police Department are eligible for the Lieutenants exam. Additionally, all personnel shall possess an Associates of Art (A.A.)
or an Associates of Science (A.S.) degree, or the semester hours equivalent (60 semester hours) to be eligible to compete in the promotional examination for the rank of Lieutenant.
C. The promotional test will consist of a written aptitude test, as well as
three (3) assessment exercises. The written aptitude test will be scored as
pass or fail. A seventy percent (70%) or higher constitutes a passing score.
A passing score on the written aptitude test shall be a prerequisite to qualify for the assessment exercises. The score from the written aptitude test shall account for one quarter (1/4) of the overall promotional score and the assessment exercises shall account for seventy-five percent (75%) of the overall promotional score. A score of seventy percent (70%) shall be
required for placement on the eligibility list.
D. Each assessment panel will be comprised of three (3) superior officers
from Police Departments of the surrounding communities. No records pertaining to any candidate will be given to the assessment panel and no
Departmental personnel will remain during the assessment exercise.
E. There will be no more than three (3) assessment exercises for each
promotional process. The assessment exercises must be applicable to the
position for which the candidate is seeking. Should the City chose to include a project as part of the assessment process the said project shall be applicable to the current job function of the rank for which the candidate is seeking. Furthermore, the project shall count as one exercise.
23.4: All promotional examination dates shall be announced and posted in the Police Department for a period of sixty (60) days prior to the examination.
23.5: The Promotional Eligibility List shall be posted within fifteen (15) days after the examination and will list those eligible by their employee number in their order of ranking on the test.
23.6: If there are less than two (2) successful candidates, another promotional examination shall be held within sixty (60) days after the posting of the eligibility list. Those that successfully passed the first test will be placed at the top of the new eligibility list. If there are not two (2) or more that successfully pass the test on the first and second examination the City may open up the test to all sworn members of the Pembroke Pines Police Department.
23.7: All promotions and appointments shall be made from the eligibility list in existence at the time of the promotion. All budgeted promotions and appointments will be filled from the eligibility list within sixty (60) days of the initial vacancy. The Chief of Police will have the discretion to select any of the top two (2) candidates, unless there is more than one (1) candidate in a top ranked position at the time a vacancy occurs, then in such instance all persons tied in said top ranked position shall be eligible for selection to fill any vacancies, provided however, that no person on the promotional register shall be bypassed by a lesser ranked candidate more than two (2) times, except for cause. Nothing in this section shall be construed to prohibit the City from amending its budget at any time. Should the Chief of Police decide to utilize the “Rule of 2”, he must interview those candidates prior to formulating a decision as to which candidate to promote.
23.8 READING REQUIREMENTS:
The written examination will be formulated from the Legal Guidelines contained in the Florida State Statute Handbook, select State Statutes and City Ordinances (mutually agreed upon between the City and the PBA), the Pembroke Pines Police Department General Orders and one (1) textbook chosen by the City. The questions on the written examination will be equally distributed between the listed reading material.
23.9: POST TESTING:
A. Those questions on the written aptitude test in which seventy five percent (75%) or more of the candidates incorrectly answer will be omitted from the test for scoring purposes.
B. Challenges of questions on the written aptitude test will not be permitted due to the automatic elimination of questions as stated in subsection
A. However, challenges shall be allowed of any question that is not derived
from the listed testing material.
C. Challenges to the assessment exercises will be allowed, however, the
criteria for such challenges will be established by the company or individual contracted by the City to conduct the assessment exercises.
D. Upon the conclusion of each promotional process, representatives from
the City and the PBA will meet to assess the entire testing process. After a
review of the process, the parties may agree to changes in the process
which may be needed to improve the actual tests and/or procedures, if

Two year alphabetical eligibility list, specifically unranked and unweighted. Sheriff has full discretion on selections.

ARTICLE 41

41.1: Promotional examinations for the position of sergeant and/or lieutenant, will be posted at least ninety (90) days in advance of the examination with the posting to include:
a. The date the written examination is to be given;
b. The type of examination (written, oral, other);
c. The weight assigned to each step of the process;
d. The reading list (i.e., study materials) for the written examination.
Participants will be notified of the location of the examination at least 14 days prior to the actual examination date.

Must have five years as Deputy for Sergeant, three years as Sergeant for Lieutenant.

ARTICLE 30

Section 1.
Promotions will be made pursuant to GO 305.01, except as provided below.
Section 2.
Promotion eligibility lists shall remain in effect and may be utilized for promotions for two (2) years. Vacancies that occur after expiration of a list but prior to certification of a new list shall be filled from the new list. Vacancies that occur prior to the expiration of a promotional eligibility list will be filled from the list existing at the time of the vacancy in accordance with this article.
Section 3.
For all promotional processes PBSO shall give notice ninety (90) days before the scheduled promotional examination date. The notice shall include the examination date, the areas that the examination will cover, and the sources from which the examination is drawn. The examination materials shall reasonably reflect the job duties of the position.
Section 4.
All promotional tests will be given in even-numbered years. The eligibility list created from this testing process will become effective January 1 of the next odd-numbered year, and will be maintained for two years.
Section 5.
There will be no make-up promotional examinations. However, upon request and if the employee can make testing arrangements suitable to PBSO with a state-approved police academy or an accredited university, or a military approved facility before a commanding officer, the PBSO will make special testing arrangements to administer tests at the same date and time and under similar conditions to candidates who cannot appear at the regular test site due to: 1) Military Services; 2) Sheriff’s Office business; 3) approved
bereavement leave requiring travel outside Palm Beach County, or 4) a catastrophic health emergency involving the employee’s family, which is limited to spouse, children, parents, and grandparents if they reside with the employee.
Section 6.
A. Examination Provisions
1. The Sheriff agrees to use only job related promotional examinations.
2. The law enforcement Sergeant’s and Lieutenant’s examinations will consist of a written test and an assessment process.
3. The PBSO will conduct a promotional process orientation.
B. Selection Process
Successful candidates will be ranked on the Eligibility List for law enforcement Sergeant and law enforcement Lieutenant based on their scores in the written examination, assessment, and seniority and education as follows:
Written Exam 40%
Assessment Process 30%
Seniority with PBSO and Education* 10%
Past performance with PBSO 20%
*Candidates shall receive one-half (1/2) point for each completed year of service in their current law enforcement rank for a maximum of ten (10) years or five (5) seniority points. Education points will be credited as follows:
Law Enforcement Sergeant
Associates Degree or equivalent (60 college credit hours) 1 points
Bachelors Degree 2 points
Masters Degree 2 points
Law Enforcement Lieutenant

All promotions made from the bargaining unit shall be made by utilizing a rule of five (5), i.e., each promotion must be made from among the then current top five (5) persons on the promotional eligibility list who have not been suspended within the three (3) year period prior to the date of the promotion for three (3) days or more for any one (1) incident, or a total of five (5) days or more. No person shall be passed over for a promotion by selecting a lower ranked employee on more than four (4) occasions. The
Sheriff may delay or deny a promotion with respect to any person who is the subject of an active investigation by any law enforcement agency.
