Jail services do not include how a prisoner is brought to a jail. Its really not that complicated. The Sheriff's Office is not in the business of taking the cities police prisoners from one holding facility to the main jail. The city needs to pursue their own holding cells and transport them once every eight hours just like the Sheriff.
