if acting chief officially becomes "topcop" chief, will he clean house of the appointed command staff that wheeled and dealed to get there? ofc's that go back a little know the history of how patrol commander got there and his official ranking. and it was rumored that if/when said to be chief ever became "topcop" that would be dealt with.............
