Completely false allegation.
Troopers are fired for that sort of thing and he was never fired. This was an untrue allegation that occurred in 2009 or 2010 and was fully investigated by FHP and no credible evidence was discovered.
Who started this ugly allegation?
You are correct if you said Sergeant Dwayne W. Cooper. Sergeant Cooper went into the Captain Culhane's office one morning and made the allegation to Captain Culhane's clerk. When Captain Culhane got to work his clerk told him all about this untrue allegation that Sergeant Cooper made. Captain Culhane started the ball rolling on a huge investigation that included contacting all the local law enforcement departments who all denied Sergeant Johnson had ever been arrested by them.
Now Sergeant Cooper likes to post that it was a professional courtesy deal where they let him go. But that does not agree with the original allegation made by Sergeant Cooper as he also said that Sergeant Kelly Petracca had went down to the Lee County jail and got Sergeant Johnson out. Sergeant Petracca was also under investigation for this and was also 100% cleared as Sergeant Johnson was 100% cleared.
What is the common element in all of this untrue allegation? Sergeant Cooper does not like either Sergeant Johnson or Sergeant Petracca.
What FHP should have done was discipline Sergeant Cooper for starting untrue rumors and causing to Florida Highway patrol to waste time and money investigating his untrue allegation. You can get a copy of this investigation by requesting it from FHP and you will see that the allegations against both Sergeant Johnson and Sergeant Petracca were unfounded and no credible evidence was ever discovered.
You see Sergeant Cooper you can't keep changing your story and get away with it. You have no credibility with anyone except your cronies in the Ft. Myers office. We know from the above investigation that cleared both Sergeant Petracca and Sergeant Johnson the this was never anything but a witch hunt started by Sergeant Cooper for two reasons.
1. He does not like either Sergeant Petracca or Sergeant Johnson.
2. Cooper wants to be in Ft. Myers and not Naples and getting Sergeant Petracca fired would have been his shot at transferring up to Ft. Myers from Naples.
My suggestion to Sergeant Cooper is to contact the Employee Assistance Program and seek professional help for his fetish.
