Do you really think anyone around here cares? The only thing that matters is who is supposedly screwing who. Now go fix a lawn mower and forget this place.

One Can Delegate Authority But Not Responsibility
"This means that a leader can decide to relegate tasks to a person (or people) who is subordinate in the organization. In fact, delegation is one of leader's most important responsibilities. As a leader, one has to handle big-picture issues and cannot carry out all the tasks involved in a department. However, while the leader gives the authority to others to carry out certain tasks, the leader is still ultimately responsible for the results and for the employees' completion of those tasks. While the subordinates are carrying out a task, the leader must continually check to see that their work is being completed efficiently, accurately, and in a timely way. If the subordinates do not do their work well, it is ultimately the leader who will be responsible and who will have to face the consequences both within the organization, with administration, and with other stakeholders"
Is this quote true for MPD? If the previous posts are true, who would be ultimately responsible in MPD? What about incompetent Sergeants, Captains and Majors? WJ should have been held accountable for his obviously poor performance and lack of job knowledge. WJ was just a symptom of a much larger problem here: so-called supervisors, managers, and majors who don't know their jobs and responsibilities and don't do them. Those few who do are known and appreciated.
