Excuse me I know what the stipend is for. It was meant for the fop rep respond to any off duty incident involving a union member.

It started because in the 80’s a lot of call out were happing during non working hours. A lot Rep members would work off duty and were unable to abandon their off duty and respond to a call out

The union members decided to pay several reps stipend so they do not work off duties
