Personally I think it's a waste of time for FHP to have to respond to minor S4s in which there are no injuries and the vehicles can be driven away. That's all it is anyway, a driver's exchange of information - they can do that themselves, and it's not like FHP is going to cite anyone based on he-said she-said!!

There really needs to be substantial change in the law and policy.
Troopers should be a valuable resource, and should not be spending their time driving across the county for minor parking lot door dings with little or no damage, or mailbox hit and runs.
One fat lean against a car fender will do $500 damage easy. The limit for reporting needs to be raised. It's higher in some other states.
