Here is the deal, Hilton Daniels appointed/promoted Doug Baker from SGT to Captain, an old Fl Police Chiefs trick, it has been done in other cities btw. The rest was history.

Also Baker was a street cop. 2 yrs on the road and then SIG. Then housing with Streets.

Baker has neer been a Chief yet either. He is looking sick also, I guess the stress of his wife and employees are catching up to him.
