Miami's could be, and will be as good once the right leader assumes command of the Department! It starts with having the cadres operate as full time SWAT, like MDPD. The Team's quality and proficiency will be defined then by the frequency and intensity of its training, and that cohesion can only be achieved by having the Team operate as a full time SWAT!
