The Doctor was a joke. Heinrich liked his degree and Walter was a great sheriff. Too bad he helped this dufus Hawkins. You cannot be perfect in hiring and promoting all the time. Dr. was a prolific a$$ kisser and had numerous stupid ideas for the office. Walter was a great sheriff, Hawkins, Marino and Rudy were not among them.
