Wendell Rich has done it again

Randy Brown had nothing to do with implementing the new complaint procedure. Mcnesby had this in play long before Brown took over IA.

    Ask Wendell Rich.

Mcnesby is scared to have Leroy and Company aka CLEO looking at complaints but he knew public outcry could grow for some type of citizen review. He worked with retired PPD officer Wendell Rich to allow this new group to appear they were investigating complaints.

    Its a scam!

CLELG is not able to compel any officer to testify like IA can. The sheriff can order an officer to attend but not to testify.

The dirty little secret about these citizen groups with no authority in relation to an agency is that if they make a false or mistaken finding based upon information that negatively impacts an officer's character, reputation and/or their career each member can be sued in their personal and professional capacity.
Rusty told the CLELG members they had nothing to worry about. He was wrong.

CLEO appears on the surface to be a much more impartial organization and more likely to be trusted by the community. We know there are no mcnuggets on it's board. Not so for CLELG.

CLEG only came about after the admin at the PPD decided they needed to do something to appease the blacks in the city who were complaining to people like Leroy Boyd about abusive behavior. Boyd got a lot of attention when he took a complaint to Tom Bonfield about Mike Porter holding his gun to the head of a prisoner in the desk sergeants office while they changed his handcuffs. Porter held his gun to this black male's head and said something like "You move and I'll blow your f###ing head off". Well, that complaint got Bonfield's attention, which in turn got Mathis' attention. It was those type of complaints that got the admin to create the CLEG. They had Wendell Rich, a PPD captain at the time, to oversee it in the training room at the PPD. They met once or twice a month to discuss matters in the black community. Wendell was there to appeas them with lip service about how the PPD would fix the problem. As far as I know, nothing ever got accomplished. Wendell would just schmooze the local black representatives with coffee, donuts, and comical conversations. Everyone went home happy and Wendell would run to the Chief's office to give him a report. The Chief would then stick his head back up Bonfield's ass telling him how all is well in the black community.

Rich sounds like the PPD version of Eric Enquist.
Bedazzle those poor black folk with bullshit and they won't be smart enough to see through it.
    How offensive!

Catch phrases work well too. Phrases like the Kingian philosophy, Teamwork makes the dream work and my new favorite, We Care.

McNesby is using Rich to make nice with the black community. He figured it worked for the PPD so why not for the SO. I wonder if Rich knows or cares that McNasty is just using him?
