    SRSO Malfeasance

    Scott Peter Haines. Former Lieutenant with the SRSO. At one time a Captain that got busted down.

    I cannot, for the life of me, understand how two different sheriffs allowed this individual so much latitude to commit more member misconduct than anyone else in the agency

    I don't know much about Porngate, but from my understanding Haines was caught red handed.. Hall didn't want to fire him because they were close. Someone told me that 20 or 30 members were implicated for looking at internet porn with agency computers and on agency time but none were fired. Why? Because if Hall fired them, then he would had have to have fired Haines. A b.s. policy interpretation allowed him to go unscathed, as with everyone else.

    Fast forward. Haines had several Supervisor Inquiries, most of which were in reference to the current situation. All Unfounded. Reading some of these reports, some by Major Chris Watson, it was as if he took the time to play defense and damage control for Haines, but very little in terms of investigating the actual complaint. The actual substance of these complaints were very troubling, and could have easily yeilded overwhelming evidence. Unfortunately, instead of digging for evidence, Major Watson potentially dug himself into a hole and it got deeper. Again, all were closed as unfounded. Repossessed cars Haines using NCIC/FCIC, Haines becoming the trust for D.R. immediately when Matt Gollenger (DR's REAL grandson) was arrested on false charges generated by Scott Haines. Haines became the trustee under false pretenses as DR's fictitious grandson. The 80-90 something lady with dementia.

    Chief Tucker investigated Haines for the alleged Sexual Harassment complaint that yielded the contraband sex toy undergarments found in his desk drawer. He was demoted from Captain to Lieutenant. But Tucker had the temerity to ask how the complainant knew it was Haines penis in the photo he sent via text message. Why that is even relevant is beyond me, much less the erect or flacid question. So Tucker was trying to perform damage control. Had Haines not had the sex toy, the complainant would been unsubstantiated. Sure, it was a he said/she said. But ay least he was demoted. Until the Feds stepped in, Haines would have likely gotten his Captain rank re-pinned. This only speculation, given Hall's and Johnson past and present pattern of awarding Haines and his very bad behavior.

    Haines, drunk as a skunk, or "Signal 21," tried to force his way into M.M.'s house. Escambia wrote a bullshit report, more damage control. Ironic since Haines' brother Eric is a former but highly unqualified Chief Deputy, who in his own right, is an example of awarded for bad behavior. Eric Haines would eventually self demote to Lieutenant. He and Mindy aka "Mindyme", or Colonel Mindy Young, have created more dissension and despair than any two people ever have by causing the entire ECSO to go down the toilet. Sheriff Chip Simmons has done nothing to rectify this, even though there is evidence the two were texting (practically having phone sex) while she was investigating him. Although only speculation, one can surmise the correlation of the investigation of drunk Scott being exonerated in Escambia with the help of his fat little brother.

    Sheriff' Johnson didn't order a Supervisor Inquiry. Even though the Haines wasn't charged, Sheriff Johnson should have recognized the issue of Haines potentially violating agency policy by his actions.

    Sheriff Johnson didn't seem overly concerned regarding the bad behavior of one of his Lieutenants, given Haines' increasing pattern of bad behavior. Before, he was doing bad things, but he got arrogant. He got foolish and thought he was invincible. Why? We all know. He was wrong this time.

    Finally, the FBI has to get involved because Haines' behavior, which was BAD, because The SHERIFF of Santa refused to drop the hammer on the most misbehaved member in the history of the Santa Rosa Sheriff's Office. They got involved because the sheriff, bad his predecessor, repeatedly turned a blind eye.

    Sheriff Bob Johnson said, on the news, "Every once in a while you have somebody who doesn’t need to wear the badge, but we try to find them as quick as possible and get rid of them." If this is true, why have the highest ranking members of this agency worked overtime to mitigate Haines' behavior when others, whi have done less, get far worse? Why does this same sheriff, who has press conferences everytime a deputy is arrested or fired in a high profile case, keeps lid on Haines?

    Let's break this down: This didn't just begin. This mess with Haines began when Wendell Hall was the sheriff and carried on under Johnson. Haines was reportedly close to both sheriffs. The phrase "knew or should have known" comes to mind. That eliminates plausible deniability and any other excuse for allowing Haines to continue with his actions.

    The higher echelon, specifically Tucker and Major Watson, used excellent report writing skills to paint a pretty picture of Haines, even though 99% of us see through the bs. It was too obvious that Watson, specifically, went out of his way to make mitigate Haines.

    Why is one person, one individual, one man so important that people such as the upper admin up to and including the sheriff and his predecessor, willing to jeopardize their futures by playing defense for Haines all of these years? Why was Haines so protected by two different sheriffs? What does Haines have that others don't? Why is he so protected that the top dogs would jeopardize their careerr?

    This time, he screwed the wrong people. This time, he went down. Arrested in total disgrace by the Feds and FDLE, Haines better repent and hope that the judge is merciful. I personally pray for him to get right. I don't wish anything on anyone, including him. He's obviously troubled, and right now, probably on his own. If he has dirt on his two former bosses, I hope he gives it up. If not, that's on him.

    He has destroyed lives, other's careers, families, and even did so by using his position and agency resources. Both sheriffs either turned a blind eye or are/were too incompetent to know that someone very close to them was morally and professionally corrupt. Knew or should've known.

    Sure, they finally washed their hands, but Johnson still has yet to publicly acknowledge Haines in a post arrest context. He just whistles on by as if there is nothing to see here. Anyone other than Haines, Johnson would have had the reporters lined up from East Milton Road into the front vestibule.

    Gentlemen, I hope you all realize that you are part of of the problem. Your rank doesn't mean you have the choice to decide to enforce the Professional Standards to whomever you choose or because the sheriff said so. Members of the Nazi party committed the most heinous and atrocious acts of genocide in modern history because Hitler told them to do it. They had a choice. So did you. You may not face a firing squad or the gallows, but what's worse than losing your life is losing who you are. Anyone who protected Haines, anyone who swept his dirt under the rug or covered it like cat feces, you will swing for it eventually. Hall, Collier, Spencer, Tucker, Watson, Kilbourn and yes Johnson. You may not actually walk up to a real set of gallows, but your careers will be over and your livelihoods will be a thing of the past.

    I read where a Santa Rosa Sheriff was indicated many years ago along with his 2nd in command. Then Brown was voted out in disgrace, for lying. His successor was not much better, and not very smart but he never got caught. Well there was that boat incident where he crashed his boat into someone else's but let someone else take the fall because he is so self absorbed and narcissistic. A coward.


    Sheriff Johnson is a liar. Period. This is a proven fact. He claims to go after bad officers, but Haines is the far extreme exception of this. He knew Haines was a bad seed, and he did nothing. It took the FBI to bring Haines to a halt after years of looking the other way and sweeping his misconduct under the rug.

    I imagine that justice going down to the above names will probably never happen and above questions will never be answered.

    Change my mind.

    As a closing note, it is ironic how two deputies got their tails handed to them for their actions on a traffic stop. That happens everyday but never makes the news. This one hit YouTube and the sheriff was all over it publicly.

    To this day, Johnson hasn't made a single public statement about Haines. Perhaps Johnson knows he is in hot water, or, as always, walking by while whistling, snapping his fingers looking around as if to imply: "Nothing here to see."
