    Probably a fair assumption. But it still doesn’t explain why other agencies try to stop the retention bleeding by requesting necessary funding. ALL of our positions have retention problems, not just sworn or BLE for that matter. No one at DBPR is paid well. Other state agencies aren’t a ton better, but many are “better.”

    I’m sure it has nothing to do with the shitty pay and low morale from BS.
