That's a pretty defeatist attitude! While I believe the Cuban Mafia is real, the rapid growth of South Americans in South Florida will eventually fix that. I believe whoever is in charge at any given moment usually promotes their friends and that goes for all the races and cultures.

I agree, it doesn't take any special skills or intelligence to get promoted to command staff. Actually it's just the opposite.
