Carr should have been assigned a non-sworn city position after his off duty accident. The man is not a real officer handling the dangers and complex situations that real officers handle in the field. No Aforementioned Policy exists. This was an in house accommodation. I seriously doubt that this has been ever been addressed before formally by any City Manager, or City Commission and Mayor's Office. The leech is not physically fit to be a sworn LEO. Another scam committed in house against the tax payers. Send him to code Enforcement , so he can inspect toilets in restrooms. That is all he is good for. That and dividing Rank and File real sworn officers , unlike him !
