Then we say “we just can’t fill the vacancies, and they’ve been vacant for so long we can do without them, we’ll just add a few non sworn.”

My Lieutenant thinks TCO is promoting membership out of the PBA to whittle down their opposition next year. He said that the magic number is around 20 and they will get what they want with no fight this time.
