Because the virus mutates. The vaccine will still have the same effectiveness against the same virus, however once the virus mutates enough, it is no longer what you've been vaccinated for. People who get the original vaccine, but who do not get a booster, will still have the same amount of immunity from the original virus, but not to the mutated virus.

Every vaccine to date needs a booster shot as it looses effectiveness over the years. Some need boosters more often than others.
