There is no denying that Chitwoods lack of discipline/termination cost VC taxpayers in the Campbell disposition. This is the norm going way back. Even under Vogel so no need to compare when wrong is wrong. Vogel and Johnson are gone whereas Chitwood is still raping taxpayers handing out golden parachutes like they're going out of style.

Robert Cambell wasn't alone. It was very common for courthouse deputies to communicate with assistant prosecutors during active trials.
Mark Weinberg thought an audit would not reflect well on the judges, prosecutors and law enforcements relationships. He effectively allowed the culture to grow rather than identifying the problem and quietly arranging a solution.
If a forensic audit and federal investigation was ever done many retrials and appeals would be granted in Volusia County. It would cause a domino effect that eventually would expose publicly the huge percentage of VSO sworn deputies with founded veracity issues.
