Behind closed doors it is a contest on who can screw over deputies to impress the COC to show loyalty to the administration to get promoted. That's how most of them got promoted around here. If there is any doubt they put you in IA first to see if you are ruthless enough to backstab people when you are told to do so. If you have connections even better.

Nobody but rookies believe that BS from the brass about transparency, professionalism, accountability and responsibility, fairness, etc. Even a Lt. admitted to me during an off the record meeting it's all BS.
